Coordinates several Innovation and research projects at national and international levels working in different areas, aligning resource efficient management and governance, towards sustainability and development increase worldwide. eEnvplus (CIP-ICT-PSP), distinguished with the “CEN/TC 287 Award for Excellence and Innovation in INSPIRE, area of good Governance; SmartOpendata, concerning Open data implementation strategies Big data and knowledge sharing; Forland, regarding integrated territorial management; NitroPortugal, dealing with Agriculture soil and water management; EURO-Healthy, Health Indicators and Public Health (Water) promotion strategies, H2020 Programme; and Territory and Cultural Heritage, UNESCO.
Work as expert for European Commission within the Euratom Research and Innovation Programme, H2020 Agenda, Building Observatories oriented to the promotion of efficient natural resources management. Has been expert within the areas of action of DG Environment- DG ENV, DG-Info and DG Connect.
Was Deputy Director General at DGT having coordinated the, data production, and data management platforms under DGT responsibility: promote the completing of the Portuguese Geodetic Network, reviewed the Sistema Nacional de Informação Geográfica- SNIG, promoted the reformulation of the DGT Observatory for Territory and Urbanism.
Responsible for the design and prototype implementation of the collaborative platform for territorial management- Observatory of Territorial Planning and Urbanism (including water and energy concerns).
Responsible for the TERAGUA platform concerning the integrated management of land and water applied to the Castelo do Bode watershed, integrated in the Zêzere river, part of the Tagus River watershed.
Coordinated the development of time and space series concerning land use land cover change over time for Continental Portugal, producing the first thematic LULCC 1995 -2012, that supported the Portuguese emission report, according to the Portuguese assumed responsibilities concerning the Kyoto Protocol accomplishment, (2014).
Professor at Portuguese Catholic University, since 2004 until 2013, coordinating the following lectures: Land Use Planning, Environment and Energy, Water Resources Management, and Environmental Impact Assessment, Epidemiology and Public Health.
Has integrated the organization of several conferences at national and international level. Is author of several publications concerning IT and AI application to the rational approach to sustainable resources management and effective development strategies and growth. Oriented students on their master and doctoral degrees. Integrates the Scientific Commission of the 23th Water Congress, Lisbon 2023 and the water future challenges, Algarve, May, 2024.
Integrated the jury of several contests promoted by the Portuguese Government, related to land survey, data production, and data management acquisition services and technology.
