My organisation

The European Defence Agency (EDA), supports its 27 Member States in improving their defence capabilities through European cooperation. Acting as an enabler and facilitator for Ministries of Defence willing to engage in collaborative capability projects, the Agency has become the ‘hub’ for European defence cooperation with expertise and networks allowing it to the whole spectrum of defence capabilities. Member States use EDA as an intergovernmental expert platform where their collaborative projects are supported, facilitated, and implemented. Member States can decide on a case-by-case basis whether to participate in projects, depending on their needs and interests. The core of what we do is offering a level of expertise and activities that cover the whole spectrum of defence cooperation.

About me

Lieutenant General Stefano Cont has been appointed EDA Capability, Armament and Planning (CAP) Director in April 2022. He previously held the position of Italian Defence Cooperation Attaché in Washington where his primary duties were to promote bilateral military relations and enhance cooperation in research and development of defence programmes.

As Capability, Armament & Planning Director, Stefano Cont leads a key directorate that has a crucial function in EDA’s overall mission because it prepares the programmes of tomorrow by maximising synergies between capabilities, armaments and research & technology. The Agency’s main capability programmes are all under the responsibility of this directorate - from military mobility and air-to-air refueling (AAR) to satellite communications and cyber defence. Mr Cont’s directorate also leads the Agency’s work on the EU’s Coordinated Annual Review on Defence (CARD – for which the second report will be presented by the Agency in November) and plays a central role in the upcoming review of Member States’ Capability Development Plan (CDP). Both tools are central for steering and guiding collaborative and coherent capability development in Europe.

Mr Cont holds degrees in Aeronautical Sciences and Political and Military Sciences from Federico II University in Naples, and Midwestern State University (USA). He also has Masters in International and Military’s Strategic Studies (Rome), Public Management (MSU-USA) and National Security Strategy (National Defense University-USA) and a doctor title in International and Diplomatic Sciences from the University of Trieste.
