About me
Rafael Duarte has a master degree in Ecology, modelling and Management of Marine Resources from the University of Lisbon, and has worked in Portugal between 1996 and 2008 in fisheries research, stock assessment and scientific advice for fisheries management.
In 2008, Rafael Duarte joined the European Commission and worked with fisheries control and fisheries scientific advice in the International Directorate of DG MARE. Here, he was part of EU delegations to provide technical support for the negotiations of bilateral fisheries agreements and for multilateral negotiations under Regional Fisheries Management Organisations. He also worked as Senior Project Manager within the European Commission services.
Rafael Duarte jointed EFCA in September 2017 and is currently Head of Sector for Cooperation, covering the European cooperation on coast guard functions with Frontex and EMSA and technologies for fisheries control.

The European Fisheries Control Agency is a European Union agency. The agency’s mission is to promote the highest common standards for control, inspection and surveillance under the Common Fisheries Policy. Its primary role is to organise coordination and cooperation between national control and inspection activities so that the rules of the CFP are respected and applied effectively.
