Dual-Use AI for Smart Border Surveillance and Threat Detection

Mustafa SUNDU

Vice Dean at ISTINYE UNIVERSITY

Istanbul, Türkiye

About

This project focuses on the development of dual-use artificial intelligence technologies to enhance border security through real-time behavioral analysis and risk prediction. The goal is to create intelligent systems that support border authorities in identifying potential threats without invasive profiling, based on subtle patterns in human movement, posture, and situational context.

Key components will include:

  • Computer vision and behavior detection tools to assess individuals' stress-related cues and anomalies in movement at checkpoints.

  • Time-series modeling to recognize deviations from standard behavior over time (e.g., hesitation, erratic pacing, frequent direction changes).

  • Privacy-conscious design, ensuring that AI-based surveillance complies with ethical standards and fundamental rights.

The system will be designed for civilian use, but adaptable for dual-use applications, supporting both homeland security and crisis response operations in border zones and migration control points.

We are seeking partners with expertise in:

  • Border management and law enforcement

  • Dual-use AI development and edge computing

  • Cybersecurity and data protection

  • AI ethics and legal compliance (GDPR, human rights)

  • Sensor integration (IoT, thermal imaging, geolocation)
