About
TCELL is a Turkish telecommunications operator providing telephony (fixed and mobile), internet (fixed and mobile) and digital services. It is the largest operator in Turkey and the 4th largest in EU and sustains leadership in the region pioneering deployment and research of next-generation network technologies. Turkcell plays an active role in developing many different digital services and technologies, which include research and innovation projects realized with national/international consortia. TCELL has completed 13 projects and is actively carrying out 8. Among them are projects such as 5G-MOBIX, one of the flagship projects, which includes cross-border tests of autonomous vehicles, and BEYOND5 and STORAIGE, where research in different verticals is carried out with a focus on CCAM.
We are interested to be in a proposal or project for " HORIZON-2024-CL3-2024-DRS-01-04: Hi-tech capacities for crisis response and recovery after a natural-technological (NaTech) disaster" topic. We, as Turkcell R&D team, can provide the following contributions for consortium:

Resilient mobile network architecture

5G/B5G network infrastructure and large-scale field tests

Data and know-how for the development of disaster management platform
As a research team in a global mobile network operator, our team has been working on the technological aspects of B5G and 6G. With the aim of contributing to the future targets especially the AI-native and autonomous networks, and matching the sustainability, communications secrecy and throughput requirements, our team is established by employing experienced research on PHY layer, communications and localization & sensing, and AI/ML approaches. Combining the research and development expertise in wireless communications standards, security-centric technology development and integration, and the MNO perspective operating high-volume traffic data and flexible open and proprietary infrastructure, Turkcell would like to participate in possible projects. Turkcell might contribute to the forthcoming project plans by promising a flexible testbed on the following topics:

Test and running infrastructure might be utilized for case studies including the integration of the developed algorithms and models,

Research on developing algorithms on XAl-driven decentralized ML models such as federated learning.

AI/ML algorithms on privacy-aware network-slicing addressing smart network management,

Test and running infrastructure might be utilized for case studies including the integration of RISs for both communications and localization/sensing (ISAC/JCAS) functionalities,

Research on developing algorithms on energy-efficient optimized communications (RIS, massive MIMO beamforming) and sensing (radar-like sensing and passive localization), THz channel sounding, and waveform designs addressing both TN and NTN,

AI/ML algorithms on network-slicing addressing smart network management,

Research on developing smart energy-management algorithms for “green site” applications involving renewable energy sources,

Providing use-case extensions (e.g., smart factory, smart construction site, smart campus, and drone-based base station) with the help of strong local collaborations in Türkiye.
