About me
Zornitsa Roussinova is the President of the Economic and Social Council of Bulgaria. She was a Deputy Minister of Labour and Social Policy in three governments in the period of 2012 – 2020 and Minister of Labour and Social Policy in the period 2016 – 2017. She was coordinating the labour market, social inclusion, labour law policies, EU and international affairs, EU funds management. She was also a director in the Ministry of Labour and Social Policy and Ministry of State Administration and Administrative reform. She was leading successful projects un the USAID, UNDP and BG-Swiss contribution progarmmes. She holds a MA in International Economic Relations.
My organisation
ESC is established under the Economic and Social Council Act adopted by the National Assembly (the Parliament) in 2001. ESC is a “consultative body expressing the will of civil society organisations regarding the economic and social development”. The mission of ESC is to express and protect civil society interests by communicating agreed statements and proposals submitted by its members to the executive and legislative authorities. ESC adopts opinions, resolutions and analyses and it organises public consultations on key economic, social, education, demographic, health or other issues. ESC acts are prepared by its members initiative or upon request of the President of the Republic of Bulgaria, the Chairman of the National Assembly and the Council of Ministers. ESC comprises the President and 36 members divided into 3 groups:
I group – consists of 12 members appointed by the governing bodies of representative organisations of the employers;
II group – consists of 12 members appointed by the governing bodies of representative organisations of the workers and employees;
III group – consists of 12 members appointed by different non-government organisations working in various fields.
ESC’s President is elected by the National Assembly upon a proposal of the Council of Ministers, in advance coordinated with represented groups inside the Economic and Social Council.
The ESC mandate of the President and its members is for period of four years. ESC managing bodies are the Plenary Session, the President and the Presidents Board.
