Welcome to the PRECISEU Matchmaking Platform!
PRECISEU (PeRsonalised medicine Empowerment Connecting Innovation ecoSystems across EUrope) is a Horizon Europe Regional Innovation Valleys (RIVs) action that connects regional innovation ecosystems to accelerate the adoption of personalised medicine and related deep-tech health solutions in Europe.
Through a cascade funding scheme, PRECISEU will support Joint Interregional Projects (JIPs) that bridge the gap between research and market uptake in key areas such as Advanced Therapy Medicinal Products (ATMPs), genomics, cell and tissue therapies, and the secondary use of health data and digital health. The focus is on technologies at TRL 6–8, moving tested innovations towards real-world implementation and clinical adoption.

Who should apply?👥
PRECISEU Matchmaking Platform is open to a broad range of stakeholders interested in personalised medicine and health innovation:

SMEs, start-ups and large companies developing health data or ATMP solutions

Universities, research institutes and technology centres
-
Hospitals, healthcare providers, clinical centres and biobanks
-
Regional and national authorities, innovation agencies and health ministries
-
Patient organisations, NGOs and associations active in healthcare
-
Clusters, accelerators and ecosystem builders in health and life sciences
Participation is particularly encouraged from entities based in PRECISEU funding regions: Catalonia (ES), Baden-Württemberg (DE), Emilia-Romagna (IT), Region of Crete (EL), Lithuania (LT), North-East Romania (RO) Lazio (IT), Ireland (IE) and Castilla-La Mancha (ES).
Entities from PRECISEU non-funding regions and other EU Member States or Horizon Europe Associated Countries may also join the platform to explore collaboration opportunities; specific funding conditions will apply.
Funding information
The total budget committed to the PRECISEU Open Call is EUR 11 570 000. The maximum financial contribution is:

EUR 3 000 000 per project
-
EUR 600 000 per beneficiary
Unless Annex 1 provides otherwise, the general funding rates are:
-
100% for non-profit legal entities established in Funding Agency regions
-
70% for profit-making legal entities established in Funding Agency regions
Entities from PRECISEU non-funding regions or from outside eligible funding regions may participate on a self-funded basis, subject to the conditions of the call.
What are the consortium requirements?
Each consortium must include at least three applicants from three different Funding Agency regions, including one SME, with at least two applicants established in two different EU Member States. A consortium may also include up to one self-funded partner from a PRECISEU non-funding region and up to one self-funded partner from a non-PRECISEU EU Member State or Horizon Europe Associated Country, subject to the call conditions. These entities may not act as coordinator.
What funding rates apply?
Funding rates may vary depending on the region and the beneficiary type. As a general rule, applicants established in Funding Agency regions may receive:

up to 100% funding for non-profit entities
-
up to 70% funding for profit-making entities
Applicants must always verify the regional conditions set out in the call documents
Topics & areas of collaboration 🎯
The call supports experimental development projects in personalised medicine, including activities such as:
-
scale-up production;
-
optimisation, validation and standardisation of methods and protocols;
-
development of improved in-vivo, in-vitro and in-silico models;
-
generation of evidence related to performance, safety, manufacturability, interoperability or regulatory readiness;
-
use of health data repositories for validation purposes;
-
validation and demonstration in relevant or operational settings; and
-
activities related to regulatory strategy and interaction.
Projects must be centred on experimental development at TRL 6–8. Pure market deployment, routine roll-out or purely commercial activities are not eligible.
Call for proposals
The final call for proposals is now open as April 13th 2026 until June 14th 2026. Only projects that involve at least 3 partners from 3 different PRECISEU regions will be eligible for funding.
