Proposal of financing innovative solutions to develop a forensic intelligence system for the Spanish National Police through a CDTI funding line
The Center for Technological Development and Innovation E.P.E. (hereinafter CDTI), a public business entity attached to the Ministry of Science and Innovation, has launched an initiative to promote the innovative public procurement in the form of pre-commercial innovative contracting.
This action will be carried out by the CDTI in collaboration with the Spanish National Police, in such a way that both parties will jointly develop a pre-commercial procurement process for R&D services, in order to solve Forensic Police needs that cannot be satisfied through solutions already existing in the market.

The Preliminary Market Consultation ended on 8 November 2023, (non-binding process) was complemented by the National Police with an additional period of technology watch.
All annexes and the full process are described in the ‘Call for Proposals Document’ which can be downloaded at the bottom of this page. The proposals that best meet the call for proposals will be selected at the end after a competitive process.
You have at your disposal the results of the CDTI Preliminary Market Consultation (also available at (contrataciondelestado.es) and of the Technology Watch Phase developed by the Comisaría General de Policía Científica where relevant conclusions, of interest for the proposal prior to the tender phase, are collected.

Funding
The Forensic Intelligence Action has been estimated at 25 million euros to distribute among the selected proposals.
Challenges
The main objective is the development of a Forensic Police Intelligence Platform, unique among international providers of these services.
