I specialize in sustainability, circular economy, and digital product passports. I’ve held key roles in TÜBİTAK, the Ministry of Environment, and TürkÇimento.
Dr. Tulay Caglayan Ozlu has experience in the areas of designing and leading R&D&I processes and organizations; management of environmental, waste, energy and digitalization projects; studies on reducing CO2 in the cement sector and reporting of dioxin-furan analysis in alternative fuel using cement plants; pilot and industrial scale applications of circular economy, zero waste approach, industrial symbiosis in cement sector.
She worked in several public and private organizations in various roles: as researcher and manager of information services department at the Scientific and Technological Research Council of Turkey (TUBITAK); as general coordinator at Scientific and Technical Research Foundation (BITAV) and Turkish Academy of Sciences (TUBA); adviser to the minister at the Ministry of Environment and Urbanization of Republic of Turkey; adviser to Turkish Parliament; director of R&D Institute of Turkish Cement Manufacturers Association. Additionally, between 2015-2017 she lectured on Global New Energy Order and Energy Geopolitics at Baskent University. Between 2016 and 2018, she served in the Ministry of Science, Industry and Technology as a member of the Committee for Assessment of R&D Centers.
She currently works at Ekodenge Corporation as senior expert and business development director. She is involved in several projects supported by the European Commission and the Turkish Government such as FISSAC (Fostering Industrial Symbiosis for a Sustainable Construction Across the Value Chain), HyperCOG (Hyperconnected Architecture for High Cognitive Production Plants), ICEBERG (Innovative Circular Economy Based solutions demonstrating the Efficient recovery of valuable material Resources from the Generation of representative End-of-Life building materials), United Circles (Networked industrial-urban symbiosis value chain demonstrators for biomaterials, C&DW, circular water loops & WWTPs, driven by Hubs 4 Circularity), DIES (Determination of Industrial Emissions Strategy for Turkey) and MatPas (Material Passports).
She holds B.Sc, M.Sc. (thesis topic: Concentration of Low Concentration Uranium Solutions by Ultrafiltration Method and Fluorometric Analysis of Obtained Samples) and Ph.D. (thesis topic: Semi-empirical Analysis of Norbornadiene-Quadricyclane System for Solar Energy Storage) degrees from Hacettepe University Department of Chemisty in Ankara, Turkey. She also has EU Expert and International Relations Expert diplomas from Ankara University European Union Research and Application Center and B.A. degree in Business Administration from Anadolu University. She has over 20 conference papers and publications.
