Digital Transformation Office of the Presidency of Republic of Türkiye was established by Presidential Decree No. 1 published in the Official Gazette No. 30474, dated July 10, 2018, in order to collect the fragmented activities regarding digital transformation, cyber security, national technologies, big data and artificial intelligence under a single roof in line with advancing technologies, social demands and the reform trends in the public sector.
The Decree designated the following service units in the Digital Transformation Office;
1. Department of Digital Transformation Coordination,
2. Department of Digital Technologies, Procurement and Resource Management,
3. Department of Digital Expertise, Monitoring and Assessment,
4. Department of Big Data and Artificial Intelligence,
5. Department of International Relations,
6. Department of Information Technologies,
7. Department of Administrative Services,
8. Department of Legal Consultancy
In line with our goals, standing as a power in tomorrow’s competitive economy will only be possible through adopting an agile management approach that understands contemporary developments well and takes rapid decisions, and building a capacity to produce innovative technological solutions.
We will lead the implementation of the digital transformation ecosystem by enhancing the performance of public institutions and increasing the efficiency and quality of their services in line with the goals, policies and strategies set by the President of the Republic of Türkiye .
In the path we are pursuing with the mission of “Digital Türkiye ” as the Digital Transformation Office, we aim to achieve the digital transformation of our country in collaboration with public and private organizations, universities and non-governmental organizations.
Cemil DALKILIÇ, who graduated from Eskişehir Osmangazi University, Mathematics and Computer Sciences, and as a student, he participated in various youth exchange projects in Romania, Portugal, Czech Republic and the Netherlands within the scope of Erasmus+. During this period, he worked in non-governmental organisations and took part in national and international projects as coordinator, trainer and mentor. After graduation, he started to work as a Business Development Specialist at Eskişehir Chamber of Industry and took part in the preparation, implementation and reporting of EU projects. He also carried out international cooperation consultancy, B2B organisations, internationalisation of SMEs, international visits and international fair organisations. He worked as an expert in the Enterprise Europe Network project and carried out all procurement and contract preparation, budget management, project management, consultancy, national and international organisations. In both his student and professional career, he has worked as a participant in 6 different EU projects, project partner in 8 different projects and coordinator, trainer and expert in 7 different projects from Erasmus+, Digital Europe, Central Finance and Contracts Unit. DALKILIÇ, who continues his professional career at the Digital Transformation Office of the Presidency of the Republic of Türkiye, is actively involved in 4 different EU Projects.
Cemil Dalkılıç, who is currently pursuing his master's degree in Energy Resources and Management, continues his studies on topics such as Sustainable Energy Management, Renewable Energy Resources, Carbon Management, Energy Efficiency and Carbon Border Adjustment Mechanism.
