Spanish National Police. Synergies between Innovation and Internal Security Fund

Origin and Context

The INTERCEPT project is a result of the work carried out within the framework of the i-LEAD project and is funded by Horizon Europe.

What is the aim of this project?

The main objective of INTERCEPT is to enhance the capabilities of European law enforcement forces and provide effective means to remotely and safely stop vehicles, focusing on vehicles that pose imminent threats to citizens and society.

The project will identify existing technological gaps, reduce vulnerabilities, and improve security effectiveness to remotely and safely stop vehicles that pose an imminent threat, thereby improving public safety.

These efforts will culminate in the definition of a common security use case and associated requirements, which will form the basis of future PCP/CPP (Pre-Commercial Procurement), a strategic tool for acquiring pioneering solutions and addressing pressing societal challenges.

The budget is approximately 5 million €.

Pre-Commercial Procurement Phases

The Open Market Consultations

The Open Market Consultations (OMCs) and e-presentation sessions will be organized to communicate buyers' needs to the market well in advance, compare the results of state-of-the-art analysis, and obtain relevant information from suppliers on existing (or developing) technologies. These events will also help the consortium validate the technical and financial provisions of a future Pre-Commercial Procurement.

The objective of the OMC is to raise industry awareness about the upcoming tender and gather information on industry capabilities, which can be used to fine-tune the tender specifications.

Preliminary Market Consultations will be conducted primarily in the form of open and oral consultations and will be carried out through:

  1. A Central event.

  2. A series of online OMC webinars.

  3. A written proposal in the form of an RFI.

  4. A Q&A document.

An online workshop in Spanish on the "Open Market Consultation" will be held on Friday, May 9, from 10 a.m. to 12 p.m., aimed at technology providers, innovation agents, research organizations, and universities.

The event is being organized by the Polish Platform for Homeland Security (PPHS), which will present the presentations, along with the participation of CORVERS PROCUREMENT SERVICES BV (Italy) and DIGITAL INNOVATION CONSULTING SRL (DIGINNOV) (Netherlands), renowned European project management companies.
